forced to pursue civil rights/justice

In a matter such as gov litigation for public agencies, in employment matters,who is given the authority to declare a victim frivolous , when in fact the victim is not frivoulous and has adequate evidence to prove his claim.But is not financially capable of obtaining legal representation ,and lacking the knowledge of law of the matters at hand.Were do the constitutional rights of a victim that will be criminalized in this circumvention process of denying the truth?
