I have a question in terms of PDF files.

What if a non-profit, for documentation purposes, creates a PDF file of a news article 1-year old or older that contains the masthead, the advertisements (everything shown on the web page when the PDF file was saved) and of course textual content, then posts it to his website?

Is this a copyright infringement?
