Two non-profits working together

Can a domestic non-profit in one state that has not yet applied for tax exemption partner or obtain fiscal sponsorship with a similar non profit that is offering assistance. We are a newly formed non-profit with start up fund problems. We do have many large donors agreeing to assist us but they want the tax deduction that our budget just cannot afford to pay for at this time. Please advise! All our funds have gone into educational materials needed to start satisfying our mission and goals.
